Statement of Suitability for Ministry

In line with the safe environment policy that the Archdiocese has in place for all foreign (visiting) clerics and religious who are not incardinated in the Archdiocese of Singapore, and who intend to celebrate or concelebrate Mass, or do any ministry work in Singapore, a Statement of Suitability for Ministry application (SSM) with a valid celebret (six months validity from the date of the intended date of ministry), where applicable, is to be submitted to the Chancery for relevant approvals.

In addition, an approved Miscellaneous Work Pass (MWP) from the Ministry of Manpower has to be submitted together with the SSM for those intending to engage in ministry to the public.

You can download the MWP application form from MOM website,, submit at any Singapore Post branch at least 2 months before the assignment starts.

The administrative fee for an MWP application is SGD 175 (from 1 April 2019 onwards). Priests merely concelebrating at a Mass need not apply for MWP.

Please note that this policy applies also to foreign (visiting) laity who wish to do any ministry work in Singapore.

Please use attached appropriate application form to be fully completed and submitted through the Singapore Organiser to the Chancery at least two months before the intended date/period of ministry.
